Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are released from various governments. Immense energy is devoted on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from Russian territory, a ability provided through timely intelligence. From vantage locations, military aircraft that had been deployed to counter approaching guided weapons roared overhead – sophisticated military planes supplied to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Not long after, a heavy machine gun engaged a aerial vehicle close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its target.
Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and utility failures in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that regional partners are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This cycle will, undoubtedly, persist.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to compel Moscow to relinquish the areas that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from believing that the current condition will not shift further in its advantage in the near future.
Divergent Views
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: political desires to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a just a single week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
